Why has Waluigi never appeared in an actual game outside of Dance Dance Revolution: Mario Mix? Is Nintendo that cruel?

i can say waluigi has a surprising amount of characterisation (like he just wants to be popular and known and this is why he keeps being mean to people and having an one sided rivalry with luigi) and i also adore just how insanely crazy he can get at times.. like dude can swim in the air! i like him

This is what I'm thinking too, I'm not outright expecting him but I think it's his best bet to get in.

Yeah. The Smash community would implode if he gets in. (He's in my top ten. Realistically, I just want someone I recognize for the roster.)
