Name that character!

Mario! Because Mario Party

This character is from Nintendo and is a guy a guy with lotsa memes.

I think it's Luigi. He somehow has a lot of them under his name, even more than Mario himself.

To keep this going, here's another character: This man is gigantic, yet his name betrays his description. Also specialises in golf.

Anyway, for a real character... this character exists in a board game and has a mood swing whenever a star appears.
Mario! Because Mario Party

Unfortunately, that's incorrect. The answer is Tumble.

When we were introduced to Tumble in Mario Party 3, Mario and friends were transported into a board game, and then a dice emerged and sprout a head, which is our first introduction to Tumble. Moreover, whenever a Star appears on a board, Tumble will make a random facial expression and a comment befitting of his mood after showing where it is.

Since nobody answered this, I will provide a hint of this character: He debuted in Mario Golf for the Game Boy Color.

Misty!

This character is one of Sonic's enemies. He doesn't have any piece of hair, which means no mustache, and he is not a robot.

The character you're referring to is Tiny!

There are quite a lot of enemies that fit that description, could you be more specific?

I'll fight you in a pit. I can copy any form you give me. Who am I?

Actually, it was Chaos.

So the character is 100% Kirby!

I'm guessing Diddy, because Microsoft bought Rare.

Anyway can this extemd to out of Mario? Because if so, this character was dead since the NES but was revived with the Smash Bros Series.

Now for a more recent character, so might be easier: A playable character that can convert collected power-ups into 1-ups when you finish a level.

Mega Man? The character certainly have an arm cannon, but I am not sure he "barely moves".

Popo and Nana, the Ice Climbers!

It can't be Pit because Pit had a game for the Game Boy, ROB had occasional cameos in games and I think the various trophies aren't what you have in mind when you asked this question since playable characters shine the brightest that they might as well be considered revived.

That leaves the Ice Climbers, who're practically unknown until they became playable characters that outshone the games they originated from.

A special kind of Goomba. Description is just his name. Wears a hat.

Is it the Spiked Goomba? It certainly wears a hat which is a spiked cap, and it's described as it is: he's a Goomba with a spike.

...cappy? that's actually hard.

That's incorrect. I'll provide another hint: this character wears a mask and carries around a sack wherever he goes.

Thank you for reading.

Nabbit. No one else fits that.

This character is one of Mario's "sole partners" in a game. In this game, he grants Mario a new hammer that can do something special.

Mmm, no. The Goomba I’m talking about is a little well-known here on the wiki.

That makes it easy: that would be Captain Goomba, who the wiki users affectionately refer to as "pirate Goomba" because of the hilarious redundant line "Pirate Goomba is a pirate Goomba".

Nobody's answered this one yet
This character had a concept for them with a drastically different design years before their official debut.

It would be helpful to provide more hints if nobody's answered it so far, since it might be difficult.

An underwater hand that releases underwater missiles.

Thank you for reading.

Sounds like the thing that releases Torpedo Teds, which seems to have the conjectural name "Skull Box."

Hint #2 for mine: Said concept involved a very limp mustache and an emblem with 2 letters on it.

I've had Torpedo Ted in mind, so it's that.

OK, that would be Waluigi, because of this:
