Well, technically Zero Suit Samus was the same way. They classified her as a "newcomer" (her suitless form), and technically, it is a different form...

well its more along the way that their movesets and designs are entirely different, they might as well be counted as completely different characters.

I do know that if Mewtwo is returning, but gets a mega evolution, the mega evolution will most likely be treated as a newcomer.
