An exception is when the extra account(s) are for other people who live in the same household and access the Wiki from the same place, which is allowed but requires explanation to the staff so those people don't get confused as sockpuppets.

That is not an exception, as it is two people, not one.

He/she asked to be my friend and said that "you r awesome :3" to me. I guessed he/she was a troll due to the name.

I never banned the account, and I was offline when it was doing anything.
