Blaziken is not THAT slow. Max out its speed, and then teach it Protect (Speed Boost), or give it a Choice Scarf (Blaze), and it can outrun max speed Electrode; 426 vs. 416.

Metronome's japanese name was "Wag Finger", I think the english staff did that in purpose.
