My small Mario finding of the day:

Lava Lotus is totally just an aquatic Panser! Look at the petal shape! Mark my words it was intentional.
This also explains the similarities with Volcano Plant, since the JP name indicates it's a heavily-redesigned Panser despite looking marginally more like Lava Lotus.
