Well, SMM's Bowser is pretty ugly, so it's really only the off-model part that's off.
 
Actually SMM's Bowser in the SMW Bowser is better looking than his original SMW sprite.

There are few in-house graphic styles that don't look better than SMW's graphics, IMO. They have the excuses that it was a very early foray into that amount of values-per-palette and that they were still limited by tiling, but still, really garish and odd-looking. Mario looks kinda sunburned.
