I don't even participate in tournaments here. I rarely even play online with my real life friends. I'd probably decline an online race request from someone here.

Yeah I'd REALLY appreciate it if I can race online with bots on. Many other online games let you do that, I don't see why Mario Kart can't.

Occasionally on MK8 AI characters show up and take up a few slots
As far as I know there's no way to make it happen though

No, there's been plenty of times when a guest Mii has shown up when I'm just playing regional with no first-person character to tie them to
Um, what I mean is when doing online two-player the second player has to choose a guest Mii, but they still have the country/region data of the first-person

But even WITH bots, the online lag is stupid and would make me miss green shells.

Lag usually isn't that bad
Green shells hit if they're supposed to but sometimes the reaction time is a few seconds

Also, once when playing I was the only to get a starting-line boost and I was like "Woo 1st!"
But then everything just appeared where they would have been had they got the boost

Well I'm thinking of battle mode, where you actually NEED to hit someone with a green shell

Oh, playing online battle sounds REALLY pleasant alright. What with boomerangs, fire flowers, and triple green shells downing you in a few seconds.
