It's technically not called "moveset swapping", but "model swapping" but I'll let this slide because it's a bit pedantic.

These things take a crapton of effort to make, hence why there are a few movesets that actually do change the moveset.
 
Baby Luigi, it can be done. I mean, there's a moveset out there that gives Mario a friggin' sword. And not just a beam sword, I mean, an entire moveset...
 
I hope hackers can fix Magicant, Wily's Castle and Pyrosphere. Just removing those stupid stage hazards and stage bosses would make them so much better.

There should have been an option to turn off the Flying Men, the Yellow Devil, Ridley, and Metal Face since they are all absent from their respective stages in certain modes.

They probably can if they had the tools.

They got rid of stage hazards and the bottom cave in Spear Pillar.
