Do you understand how the waft works? The move is charging up throughout the entire battle. Once about two minutes have passed, the move is out full power and Wario will have that glow on him. That's when you know the move is at full power. It's a move that requires you to be patient and wait for the right opportunity to use the move.

If you don't use it, the power accumulates by itself. When you use it, it resets to zero and restarts.

I've never seen Wario glow. Could be I'm just not observant in that aspect, or I'm impatient. Either way I find Wario's other moves to be more reliable.

Technically, Broly is using the Legendary Super Saiyan form. The form you're referring to is the Ultra Super Saiyan. It was only attained by Trunks and Goku. They both dismissed it as being too slow and cumbersome.

It already happened in Brawl. Captain Falcon is shit in Brawl. He must be top tier in Smash 4 to compensate.
