Go to Miiverse, go to User Menu, go to Search Users, Search the name, view their profile, click send friend request, type message, send.

then wait.

wait for years 30 days until it removes the request.

PTR is also the one guy that didn't accept requests earlier, so he has to add me manually still. The others all accept requests, a few pending at the moment.
