YES!! THOSE THINGS PISS ME OFF! AND THAT'S WHEN I STOPPED DOING GHOST RACES!! I heard Nintendo is working on removing the glitched ghosts(It's not a hack, it's technically a glitch), but they haven't gotten too far along with it. D:

I never play ANYONE I haven't met on the Wiki. I play it a bit safe. As such, I've never obtained these hacked ghosts. x3

Yes. You can get anyone with enough races. Also, you don't need to do time trials to get Dry Bowser, you know. One star ranking on all 150 cc.
