Made some minor edits, and revised my strengths and weaknesses to make it a little clearer.

Skill: Caster: Summons lightning, fire, water. The basic elements. Able to manipulate at will 90% of the time. Other ten percent it backfires and explodes, creating a cloud of smoke. Explosion is dangerous to Brock and anyone within a 100 yard radius.. Skilled healer. High intelligence, borderline genius. Extremely good at cooking, including survival cooking. Wields a frying pan as a hat, sword, and magic wand.
Weakness: Ill, poor health. Weak to physical attacks and drawn out battles. Short temper, very impatient. Short attention span. Has severe ADHD.
Description of what you look like: Short, with tanned skin. Used to have red hair, was dyed white after a failed attempt at passing the mage certification test. Only tips of hair remain red, rest is permanently dyed white. Wears t-shirts and ripped jeans. Has an orange toque from his favorite disbanded professional sports team, from back in the days when sports still existed. Puts on the toque only when he gets serious. T-shirt changes color depending on mood. Also has eye patch, due to accident in past, most likely related to his studies in magic.

Age: 12 years and 2 days young
Skill: Magic user with the powers of fire, water, and electricity. Skilled mechanic/engineer/whatever and can build weapons and machines from practically anything. Weapon of choice is a wand created from an old television set, a piece of uranium, and an egg beater.
Weakness: Weak to the status effects of possession, confusion, and diamondization
Description: Tall male with a scraggly black beard. Hair is black and is always spiked. Prefers wearing lab coats and white pants. Wears thick blue dishwashing gloves. Wears thick goggles constantly to protect himself form the sun's harmful rays and to protect his robotic eye, the outcome of a freak accident when searching for Californium-256 (real element, btw). Always equipped with a first aid kit and supplies in case of emergencies. Prefers steel-toed boots. You can never be too safe.

District: Lives in Bossier Parish, Louisiana
Personality: Enjoys sitting at home and practising his forest fire prevention skills, since only he can prevent forest fires.
Age: 17 and six eights
Skill: He is invincible to everything except for forest fires, which is why he tries so hard to prevent them.
Description: Skin burned and blackened from attempting to make fireworks and deep frying a turkey. Left eye permanently closed after being tear gassed by police. Scars on legs after driving his car off a cliff. Has 34 teeth from a mutation developed when he camped out in a government bomb testing site. Mud in hair from a living in a shack made from mud for his whole life. Fun fact: He holds the world record for standing on a Ferris wheel for the longest time.
Boy/Girl: Despite referring to himself as a male, he is actually female and looks like one.

Skill: Can use a notepad to draw things and make them real, but only inanimate objects and plants. She rarely uses this ability, however and tends to fight with a crossbow instead.
Description of what you look like: A brown haired, green eyed girl with glasses. Has black rabbit ears and bat wings, but only for decoration. She often is seen wearing a warm red scarf and carrying a pencil.

Boop need to add weaknesses :U

Weaknesses: Is physically weak, so can't run too fast, jump too far etc.

Can't go for long without eating anything.

Is quite stubborn, so doesn't always listen to the rules.
