The only way you can get to where the mine carts out is the moon jump, but you can get to the place where they fall off.

No, you can do it without moon jumping, you can just slowly drive to the left of the track so the mine carts don't hit you. It's pretty cool. Wait, if you're talking about the place where they originally spawn, then yeah, you can't get there. But you can go up the track.

That's probably why a lot of people don't know you can do it like that. It's just easier to do it with the moon jump though :P
