In The Netherlands, drinking, sex and smoking is legal if you're 16 years old or older.
Driving a car is legal if you're 17 years old or older.
The only thing that isn't legal, is voting for political parties.

In seriousness, yes that's what I'm talking about, but it's illegal to have sex under age 16 in the Netherlands? Even in close-age situations?
 
In California, the age of consent is 18, but if both people are underage, you'd probably get a citation at most. And then your parents would go apeshit. But who would even report you for underage sex?
