In your case, these things get disabled by an Administrator, but the problem is, at work, I'm already the main Administrator.
I know how to block and unblock things like you have at school, because I used to be an Administrator at schools (1 school where I was a pupil myself, and 2 schools where I was an external Admin).
But these things require you to use an Administrator account, which can be hacked very easily in Windows.

A thing I really love about Windows is the amount of customization available. I discovered Rainmeter about a week ago and it just makes everything pretty.
