i don't think nintendo keeps a guideline of "these species can use powerups, these species can't"
Yoshi doesn't use powerups in Wonder because his gameplay is designed to be different. It's not an implication that his species is incapable of using them, and in fact Yoshis have used powerups in many other games, such as Super Mario Galaxy 2 and Super Mario 64 DS (where he uses the Mega Mushroom in a traditional sense, though in that game its visual design looked like a super mushroom). It's true that Yoshi often gets a different selection of power-ups than Mario, but that's because he's usually a mount rather than a standalone character (and the fact that he's BOTH in Wonder may play a role in why they didn't make him compatible with power-ups)
if nintendo has an idea for a transformation on a particular character, they'll do it. that's why you see various species making use of the super bell in 3D World/Bowser's Fury and the super leaf in 3D Land but not many other powerups, or why Broque Monsieur of all characters uses a Mega Mushroom in BIS.
unless a game makes it a plot point that a particular character/species is incompatible with power-ups i don't think any purely gameplay decision is meant to serve as a lore implication like that. in conclusion the chances of getting boomerang vivian are low but never zero
