I personally think that Nancy Cartwright would fit Bowser Junior much more than Tara, because based on Dolores Rogers' portrayal in Super Mario Sunshine, I really see Nancy fit well with a Bart Simpson-like voice.

Honestly, probably not. I love her roles as Twilight Sparkle, Raven, and Batgirl but I'm not sure she'd be good at Bowser Jr. since his voice (and general personality) is pretty different to those characters. However, I would say Strong is an excellent and very flexible voice actress so I wouldn't be entirely suprised if she could pull it off well.

Dolores Rogers should play Bowser Jr. She has a super wide range- also voices Wiggler
and Piantas

Dolores Rogers already voiced Bowser Junior from Super Mario Sunshine up to Mario Party DS, which is when Caety Sagoian took over the role.
They still use Dolores' voice in most of games
