Different version of her was in Deluxe PC Mario's Time Machine, and seems to have a lot less atrocious fashion sense (if any...)

Granted, this was from the game where that now-dead meme "Weegee" originated, so it's no surprise.
In the NES version, Bowser looked like this:
Yes, that's an edited Lemmy head on a Morton/Roy/Ludwig body. When he goes in his shell, it's a poor SMW Troopa shell edit, and then he comes out a quadrupedal Beach Koopa. Troopa.
But wait! There's more!
In the NES Mario's Time Machine, Bowser looks about like he did in SMB3. A look through the tile graphics, however, reveals that was a contingency plan for how horrible their original graphics were:
