Because most people I saw really liked Waluigi's goal animation from Strikers where he did the mentioned action.

Eh, Waluigi isn't really a character you go to respect. People loved the crotch chop because while it was certainly a surprise they had that done in a Mario game. It felt like it fit for Waluigi to do something like that.

I think the ''3D'' Mario games are great and some of the best games in the series.
