Star Spirits returned in Mario Party 5.

Tutankoopa returned in Mario Pinball Land.

And perhaps more prominant than anyone, the Goomba King has made multiple return appearances under the new name Goomboss. It's still the same character, almost definetely.

That's three, already. RPG characters can and DO return!

Well... SPM was an RPG, and Bowser's been the final boss of only two RPGs. (Actually one if you don't count Shrowser.) Super Mario Galaxy'll be a platformer; I bet Bowser will be the last boss to keep the status quo.
