idea for a game: Mario Platformer

I wish that the level editer should be like this:
1.Choose a Background
2. Make your level with all the possible features
3.Do a Play Test and Must Pass the level with all star coins
4. Save your level and post it online

And how do you program the enemies? Like their behavior and stuff?

You can just place them there. Koopa Troopas and Goombas just walk around.
