Do you see New Super Mario Bros. 2: Gold Edition as a game?

I view it as a similar deal as that Wii U version of New Super Mario Bros. U + New Super Luigi U, which is basically the complete edition of the game for the console that it's released on.

With that said, if they do port New Super Mario Bros. 2 (either as New Super Mario Bros. 2 Deluxe or New Super Mario All-Stars), they have to use the Gold Edition as the base.

I mean New Super Luigi U is pretty much a different game compared to New Super Mario Bros. U, so I see NSMBU + NSLU more as a compilation and NSMB2:GE just as an expansion

New Super Luigi U is indeed an expansion game. While there is a standalone game for it (at a far lower price, given it's treated as priced similarly to an expansion). This is not like NES Remix Pack where it's a true compilation and you select the game from the menu, since New Super Luigi U is selectable from the save file.

Plus, its original game purchased from the eShop is dependent on owning New Super Mario Bros. U, meaning you can't buy NSLU from eShop and play it without first getting NSMBU.

Which would be similar to how New Super Mario Bros. 2 Gold Edition makes its expanded content, the Coin Rush DLC levels, available. Note that that content is not exclusive to the Gold Edition, since those packs were from eShop (the Gold Edition basically improved the interface, but the content is not different).
