Rosalina disabled?

Is Rosalina handicapped? Because despite wearing footwear, she always needs to float with magical powers in order to get around. Such as in MT:US, SMG 1 and 2, and SM3DW.

Rosalina "can" walk, as shown in Super Mario Galaxy's true ending. She just prefers to levitate more.
