Whilst that does mean that someone could've gathered the results themselves to make this image, before that it also says "ranked using the following criteria: popularity, series success, viability as a fighter, contribution to Nintendo's history and licensing constraints".Magikrazy said:

so my guess is that someone has attempted to list the most popular choices (based on what's being said around the net) and then rank them by their own opinions of their viability (or the opinions of a group of people, idk)
