He's enormous

although i still find it strange how his size varies from series to series though.
 
his size alteration is merely something bowser is good at: adaptation

He was shorter than he is now because of his legs. But I was just pointing out that Sticker Star kept it.
 
His PM design is kind of a leftover of when he used to look that stubby, instead of the more upright look he has nowadays.

honestly bowser looked shorter in previous versions of mario rpgs then he does now, but that is because he stands up like mcmadness already pointed out.
