Because the Paper Mario series is extremely popular, well, at least the first two are, somewhat not as much as the last two.

But Paper Mario is just Mario, like Toon Link is just Link. They're no different

I would say Paper Mario would be much more different than Mario than Toon Link is to Link. I don't know exactly what the moveset for Paper Mario would be, but I know there's a good chance it would be nothing like Mario's.

I could imagine a move set. It would go something like this:
B: Charges up hammer
B->: Pulls out star sticker and stars fall in front of him.
B|: Hits pow block and huts people around him.
V
^
B|: Jumps and Parakarry grabs his arms and pulls him up.
Dodge: Turns sideways
Side Dodge:Rolls
Air Dodge: Turns sideways in the air.
Final Smash: Paper Mario's Partners come to help him fight.
