If you're spamming invitations to people, then yes, it's spam

by spamming, I mean sending it out to basically everyone as an advertisement

if it's only to one or two people, then I wouldn't consider it spam, more like asking your friends to play a game with you

P.S. I did this to get people to play my forum games and it was never looked at as spam.
