How do Koopas shoot themselves after going inside their shells?

How do Koopa Troopas in Paper Mario shoot themselves after going inside their shells? For Kooper and Koops, Mario kicks their shells, for the Koopa Troopa enemies, they move without anything kicking them.

When they're left alone though their heads and feet crawl out and they resume walking.

I think they body slam their shells inside, so the force knocks the shells forward.

For Kooper and Koops, Mario kicks their shells,

That's only outside of battle. In battle, they launch themselves, just like the enemy Koopas.
