Okay, so in Ruby, Sapphire, and Emerald, you help Wally catch a Ralts, but it only knows Growl. When you meet Wally in Mauville City, Ralts has grown to level 16. How did Wally level up Ralts if it had no offensive moves and no other Pokemon yet to use the switching out strategy?

His Ralts fights other Ralts who only know Growl and he won by using struggle.
