^ Jeez, this is kind of a tough one. Unlike his eviler second dimension counterpart, Doofenshmirtz is really just an emotionally-abused child trying to get revenge on society for his rotten childhood. Meowth's kind of in the same boat since he worked hard to learn human language to impress a female Meowth but got shot down and was considered a freak. I might go with Doof since he's had more success that Meowth. Meowth is really only competent when he's on the side of good, rather than evil.
