The number of 3DS Play Coins you have

I can't find anyone via StreetPass.
 
For me, I meet the same people, which really helps me a lot.
 
I have around 250 play coins and I have only found two people on StreetPass (one was a friend and the other was someone that I don't know).
 
I only got 3 people is my plaza. One is my friend, one is a Gamestop employee, and one was a girl I didn't know. I once spent about 4 hours maybe more in a mall with my 3DS in sleep mode and I did not get a single person.
