    It really all depends on whether the game is plugged in, I think. If the game is never plugged in, then the characters never actually come alive. If it is plugged in, the characters are alive until it is unplugged.

    As for unused characters, they'd probably be treated very similarly to Vanellope during King Candy's reign, unable to leave the game but unable to actually do anything in the game that players can see.
