I really like Staraptor but I still think Honchkrow beats it out by a bit in terms of Gen 4 flying bird Pokémon.

I want Gallade to make the Top 10 for its cool, heroic design, especially when Mega Evolved where it gains a cape, its very strong Attack and Special Defense stats, plus that it can learn a lot of very powerful Fighting, Psychic, Normal, and Fairy moves.
