i think what she's implying is that, as the curator of the library, she makes the rules and therefore sets what is appropriate and not appropriate conduct to align with her personal morals.

though that's still stupid and easily abused.

"Be quiet" being the de facto rule of EVERY library is an universal constant.

If your place does not have this rule, it cannot call itself a library. It would just be a book shack.
