Here's another reason why Chrom is not playble, Sakurai got wind of the Gematsu leak and was like:

"QUICK WHO WAS THAT ROBIN GUY LETS HAVE HIM INSTEAD"
 
The way development works suggests that was the plan in the first place and Gematsu just got a string of lucky guesses before being busted.

.. What am I saying, Sakurai would totally do that.
