Toon Link, Jigglypuff, and Wolf

I've been wondering. Why aren't Toon Link, Jigglypuff, and Wolf part of the Subspace Emissary? I can understand Toon Link because he's essentially the same person as Link. I was thinking that it was because they were added late into development, but I wouldn't think they would add Jigglypuff towards the end of development since she's part of the original twelve.
 
Maybe they are playable Easter Eggs. That's my theory, I'm not looking it up.

They did it with Ganondorf, Bowser and Wario.

Besides those characters are sort of playable, but only after you beat the story.

That's my point. They already had three villains in there, not counting King Dedede and the original characters. Adding Wolf would have just been a complication that they didn't want to deal with.

You can get them in after beating it.
I'm pretty sure he's referring to them being in the story proper.

I do too question why they were not a part of the main Subspace Emissary plot. I mean, they added Sonic last minute, and he was still a part of the main quest.

I can see the reasoning for Toon Link as I'm sure the Paradox would be confusing, and maybe Wolf for already enough villains, but why Jigglypuff? Perhaps the reasoning for their lack of appearance in the main quest has to do with the little space left for the game, and they didn't have enough storage to allow those characters in the game. I mean, with Wolf, they probably would have had to add more cutscenes.

But still, I don't see why Jigglypuff couldn't be in the main story. That is one I don't get.
