Not really official, but here we go! Want to make a message like above?

Rules!
  • Allowed characters : any number, any capital letter, space and Special icons (see below)
  • No more than two requests per post
  • Depending on status (below) you will get response
  • Maximum of 20 letters, no exceptions
  • All PMs sent to me are ignored

Simple, no J or Q in the SM64 game. And also no V or Z are in the game either.

It sounds like the SM64 Staff was drunk, and skipped 4 Letters.

Japanese game has got so so so many letters, However I use some type of code to get the characters directly from the game, however this code only works for NTSC

Well, my point is that that is a rip from the game files with all letters, not that four letters are missing.
 
Japan = NTSC, just like America.
