Well, there are apps for just strait doodling, but can't think of anything like GIMP.

iPad actually is a Computer, it's just not a PC.
GIMP on an iPad is possible, if you use TeamViewer, and connect to your own PC.
Perhaps a bad idea, as it's freaking slow.
