Okay, I went to Gamestop for shits and giggles the other day and I buy a copy of "NASCAR 2001". However, when I opened the case, the back of the disc was this odd blue color, instead of the usual DVD silver. It wouldn't play on my PS2, giving me an error message to the effect of "Your PS2 can't read this."

Help?

But the disc isn't scratched.

It's also the message I get when I try to place a PS1 disc, oddly enough (my system's incompatible with PS1 discs because it's a later model).

The underside being blue means that the game is printed on a standard CD rather than a DVD (this is mostly for early or very low-budget games). What you detailled in the OP is apparently a common issue.
