When someone buys a Get Premium item and trades it to someone else, their account becomes premium.

No, they have to activate it through their backpack to use it. Simply trading it will not make your account premium. (And obviously, not usable by people who aren't F2P)
unless you were gifted with TF2 before it became free to play. (that or already bought it)

The only way to turn off gore easily is to replace it with even more annoying confetti and balloons, so I'd recommend just kind of dealing with it.
 
Yes, it is possible to turn gore off.

1. Go to the Library tab on Steam
2. Right click Team Fortress 2 from the game list
3. Click 'Properties' from the dropdown menu
4. Under the 'General' tab, click "Set Launch Options"
5. Enter "-sillygibs" (no quotes) into the box, then press OK

Now your gibs will be replaced with gears and springs and little toys with no blood.


note: Blood will still show up on models if hit by bullets, but explosive kills and damage will not spew blood everywhere like they do with real gibs.
 
I remember i had blood off in sauerbraten, it made it more hilarious when people got killed and their ragdoll launched off at 1600% force or whatever
 
This reminds me, I should put tf2 back in german. That was fun.

How would you turn this back off again?

Go to launch options and get rid of "-sillygibs"
 
Started my tf2 hat story today
First: Got Little Buddy hat from drop
Second: Traded with FE for the beak hat for medic
Third: My RL friend saw it and wanted it badly and traded me his level 96 bonk boy for it
I like where having premium is going
