They look white to me, but so does any character that appears in a Japanese made product. This is like how many rolls does it take to get to the center of a tootsie pop, we'll never know...

If you mean usual look yes, but I'm pretty sure you could be an African as white as snow, American black as ash,etc., and still be African or American or whatever you are.
