I see it lacks of lightweight characters, which I find more pleasure to race with.
It also lacks of female lightweights, I see?

The character roster did a well job to get all lightweights, middleweights, and heavyweights have the same amount of characters.

But at the other hand, it's quite understandable they have less characters in MK7, since Mario Kart Wii is almost 8 GB in size, which is more than a normal Wii game (= DVD) can hold, so they've used a DL-DVD instead.
A 3DS cartridge, at the other hand, is limited to 2 GB of data, including save data, but games like Metal Gear Solid got a larger cartridge, because they needed more data, in which was the same case when they made an MGS game for PS3, which has a limit to 25 GB of data per BluRay disc.

Yeah, it's understandable. Also, it would be kind of weird if we got more than 16 characters when there are only 8 characters per race. TOO many characters would be left out.

You can make yourself a Nintendo person :O, I always used to try but i could only get a clear star :).
 
It's no longer possible to do that.
By the time it was possible, you had to do that on a website, save it as a Mii file, and import it again through The Homebrew Channel.
It's not possible, because Nintendo has taken down the website where you could do that.
