I don't think so. Some hackers just have it so they can race other hackers or make other people lose races.

Most hackers help people to earn VR or BR. But I've run into several that use hacking to win. But more running into the ones that help you.

And you don't need Internet on your Wii to hack. You don't even need Wi-fi.
