They are making sea green island stages and then there's Rooftop Run, Speed Highway, City Escape and crisis city which are all city stages. Why would they not put levels like Ice Cap zone or any other levels that don't have anything to do with Sea Islands with grass on them or a city.

Green Hill, Planet Wisp and Casino Night Zones (as DLC) are appearing in PS3/360. Green Hill, Mushroom Hill and Casino Night (available normally) are in 3DS.
I really want to get this game, but I don't have a PS3 or Xbox 360. I'll get it on 3DS, but I'd prefer the other versions. WHY are the 3DS's 'modern' levels 2D?!

The main reason why Sega makes the worst games on Nintendo consoles, if the game is a cross-platform game, is because Nintendo's consoles are simply weaker than the PS3 and XBOX 360, in terms of hardware.
The DS was very weak, the Wii is the weakest of the current generation consoles, the 3DS is now better than the PSP, but the PSVita is now already overpowering the 3DS.
The Wii U is the best console known to date, but yet again, it's yet to be released.
