Personally, I felt that it's only a matter of time until she shows up. For Mario Party Superstars, Daisy was notably not shown in pre-release materials until the game's gotten closer to release, where she do in fact show up in one of them. It's kind of how despite being one of the standard starting characters, Yoshi tends to be revealed surprisingly later than many others (I think even in Ultimate, Yoshi's one of the last characters shown).
