I think that usually occurs when an Admin is in the ACP, although I'm not sure.

Actually, it's just an error message that shows up when someone, well, does an unknown action. Can easily be invoked by typing to "http://forum.mariowiki.com/index.php?action=[insert nonexisting action here]" in the adress bar.

@SMB: Checking the ACP actually shows up as "Nothing, or nothing you can see...".
