Nintendo of America has some contact information here, but it seems mostly troubleshooting-based rather than for idea shoutouts.

You could post in their forums... but that, of course, doesn't go directly to the Nintendo guys.

Even if you somehow managed to submit your ideas to NOA, thwey would probabky get deleted and you would get some generic Bot message.
