Citing a source

The above link is a PDF on a website. I think it is a section of a book or journal, but I can't seem to find it. I could site it as a website, but I much prefer to cite it as a book/journal. Can someone help me with it? Also, I need it in MLA.

Well then I really don't know how to cite a document. Or if there is such a way. I probably will look it up when I have better Internet.

It's from Advance journal. You can see that at the top left of some pages.
