Are the CPU Miis from Wii series games (Wii Party ect.) counted as fictional or real?

If so I'm creating them at the moment.

They are made by Nintendo, but I don't know if they based them on existing people or made them up.

Possibly based off the staff, I've never heard the name Tomoko.

I tried to make my 3DS Mii look like The Sniper from Team Fortress 2.

And all this time I imagined Dippy really looked like that.
